Enhancing Basra Multipurpose Terminal with Key Infrastructure Solutions

Guardia Systems S.A.L. – Baghdad Branch was appointed by Basra Multipurpose Terminal (BMT) to deliver the construction of a new container terminal at Yard 5 in Umm Qasr Port, Iraq.

The 400,000 m² site is designed to handle over 7,400 container slots. The scope was defined, the timeline was set, and Guardia Systems delivered with precision.

Project Scope at Basra Multipurpose Terminal

The primary objective of the project is to construct a new multipurpose terminal designed to accommodate more than 7,400 container slots. This entails a vast scope of work, including:

  • Main infrastructure works: Stormwater drainage, electrical services, firewater, and wastewater systems.
  • Pavement works: Sub-base and base course compaction, interlock paving, kerbs, gutters, concrete tracks, RTG turning pads, and pavement slabs.
  • Structural works: Reefer gantries, lighting towers, gate canopies, substation and generator buildings, security cabins, and other critical components.
  • Auxiliary elements: Fencing, gates, signage, line marking, and safety barriers.

Delivering Key Infrastructure Solutions

Guardia Systems initiated the process through a phased and coordinated approach, ensuring seamless integration of engineering, procurement, and construction activities from mobilization to final handover:

  • Mobilization & Camp Setup
    Initial deployment of resources and establishment of on-site facilities.
  • Earthworks
    Site preparation, grading, and excavation to support foundational infrastructure.
  • Main Infrastructure Works
    Installation of critical utilities, including electrical, firewater, stormwater, and wastewater systems.
    (Procurement and engineering activities executed in parallel.)
  • Civil & Structural Works
    Construction of reefer gantries, substations, lighting towers, gate canopies, and other key facilities.
  • Pavement Works
    Implementation of sub-base/base course compaction, interlock paving, RTG turning pads, kerbs, and slabs.
  • Testing, Commissioning & Handover
    Final validation of systems, operational readiness checks, and official project handover.

This ambitious effort faced a turning point in September 2024, when the Employer initiated a major reassessment of the construction layout to optimize terminal capacity.

After the mid-project design revision, Guardia Systems responded with decisive action and a structured set of solutions to maintain project momentum and avoid delays:

  • Immediate Engineering Revision: Reworked the full construction layout in response to the Employer’s capacity optimization.
  • Integration of New Design Requirements: Incorporated changes without halting progress or compromising quality.
  • Minimization of Abortive Work: Adjusted workflows and site activities to avoid rework and material waste.
  • Phase Realignment: Reorganized sequencing to ensure continuity and prevent resource idle time.
  • Direct Coordination with Client: Maintained tight communication with BMT teams for real-time approvals and conflict resolution.
  • Schedule Recovery: Prevented an estimated five-month delay through decisive action and technical control.

These targeted measures ensured uninterrupted progress, safeguarded quality, and preserved the project timeline without compromise.

All phases of work were subject to rigorous QA/QC procedures. Materials, installation, and final outputs were inspected and tested without exception. Compliance was non-negotiable.

Despite weak local safety norms, we maintained full adherence to our corporate HSE plan. No critical incidents were recorded during the reported period.

Local Engagement

Guardia Systems prioritized local workforce inclusion and community outreach. Employment was sourced primarily from Umm Qasr and several social initiatives.

These include food distribution and medical support, which were carried out in parallel with project activities.

Conclusion

Umm Qasr is Iraq’s only deep-water port and a key logistics hub, serving as the country’s primary gateway for imports and exports.

It handles a wide range of cargo, including containers, RoRo, dry bulk, and general cargo, alongside facilities for the Iraqi Navy.
